Episode 5C: The Romulan Crucible

Kirk is faced with an impossible dilemma. To intervene in the Romulan conflict would be to violate the Prime Directive and risk drawing the Federation into a war it cannot win. But to stand by and do nothing would be to allow the Borg to gain a foothold in Romulan space, potentially giving them access to the Empire's vast resources and technology.
In the end, Kirk makes a decision that will haunt him for years to come. Working with a small group of Romulan moderates who oppose both the Borg research and the civil war, he devises a plan to neutralize the Borg threat and restore stability to the Empire.
